(PIDC) is a management consulting company established in 2016 and formally registered with the Securities Exchange Commission of Pakistan (SECP) on 11 December 2020 under the companies act 2017 (XIX of 2017). Its head office is in Islamabad, Pakistan and having regional offices in KP, Pakistan.

Fazal Karim - Managing Director
Mr. Fazal Karim, a professional with a strong focus on monitoring and evaluation (M&E), brings a wealth of experience in project design, implementation, and M&E of diverse infrastructure, civic education, livelihood, community development, education, democratic governance, emergency and humanitarian response, WASH, and local government projects in Pakistan. With more than 16 years of expertise, Fazal has successfully managed and evaluated projects and programs in challenging contexts such as war and conflict zones, including NMDs and Baluchistan. Fazal's proficiency lies in project cycle management, implementation, and the development of logical frameworks (log frames) and M&E Plans. He excels in creating effective data collection and reporting tools, overseeing teams and partners, managing grants and contracts, conducting impact assessments, evaluations, and providing training to staff and partners on M&E approaches and donor reporting. As a focal point for multiple projects, Fazal ensures seamless information flow between implementing partners and funding agencies. This entails fostering strong communication channels among the project office, implementing partners, and other stakeholders, including third-party monitoring clients or firms. Having extensive experience in government-supported projects, Fazal has successfully implemented numerous initiatives in Pakistan, focusing on civic and political rights, advocacy for local government, electoral reforms, democratic governance, election observation, community development, WASH, education, and women's empowerment. He possesses in-depth knowledge and hands-on experience in managing donor-funded projects supported by organizations such as USAID, EU, IFAD, and WB. Fazal has collaborated with reputable organizations including NCHD, Save the Children, DAI, IRD, ANCE- ACF, FLI, ADE Belgium, British High Commission, and TDEA. He has developed comprehensive M&E Plans (MEL plans) and Performance Management Plans (PMPs), as well as data collection and reporting tools for various donor-funded projects. With his adept management skills, he has successfully overseen the implementation of 328 grants-projects with the support of 197 implementing partners throughout Pakistan. He possesses extensive knowledge and experience in utilizing logical models such as the "Theory of Change," log frames, and Performance Management Plans. Proficient in Microsoft Office packages, online database management, and modern data collection tools, Fazal is skilled in data analysis, visualization, and donor reporting. He has contributed to various projects in key roles, serving as a team member and Key Expert for third-party performance monitoring of the USD 750 million USAID FATA program, Key Expert for EU BRACE program performance monitoring, Key Expert for the final evaluation of the EU KP Government DGCD program, and an M&E consultant for the British High Commission Mutual Legal Assistance initiative.

Niaz Muhammad Khan (M.A Social Science) has vast experience in Project Management, Organization establishment & Management, Business Process Management, and Vendor & Client Management in Social Sector. Professional with a successful record of accomplishment of 15 years has experience working with USAID, DFID, and POPULATION COUNCIL etc. He possesses a very deep level of insight & hands-on experience in the areas of, design, development, implementation, monitoring, evaluation and reporting of projects and baseline surveys. He has deep understating of the log frame with key indicators for the monitoring and evaluation of implementation progress. Conducted baseline surveys for different organizations to gather qualitative data for success implementation of project, skills are meaningfully utilized in the project to make is successful, thus making a way forward with in the assigned functional drains and leading to an ultimate and sustainable value addition to the projects and organization. He has hand of experience in government support projects and has successfully implemented several projects in Pakistan on community mobilization, third party monitoring and evaluation, advocacy, wash, education and women empowerment. Attended various trainings of NIPS/USAID, Global E-learning online courses, Bloomberg online courses, to strengthen his professional skills. Syed Ilyas Gardezi - Director Operation
Almost 17 years of proven managerial cumulative work experience with NGOs and INGOs in the field of Research, Assessment, Education, Health, Water and Sanitation, Livelihood, emergencies, and developmental programs. He has expertise in capacity building, project management, project implementation, team building, and assessment, qualitative and quantitative research, business development, and coordination. Strong interpersonal and analytical skills, rich experience in assessments and conducting of surveys in the field of Education, Health, WES, WASH, and livelihood countrywide. He has experience of working remotely during COVID-19 and is excellent in research on COVID-19.Served as a Project Manager with JEN (January 01, 2020 – June 30, 2021) in District Mirpur AJ&K to support earthquake and COVID-19-affected families. Responsible for developing an assessment tool for baseline, conducting baseline, coordination, and smooth implementation of the project. Served as a Program Manager with World Learning (March 19, 2018 – June 30, 2019) USAID-funded Pakistan Reading Project. Responsible for Supporting the district, provincial, and national offices in undertaking monitoring and data collection of work plan activities and participating in various surveys conducted in the district, and Conducting assessments of grade 1 & grade 2 students of public schools of AJ&K to enhance the reading skills of Urdu and English and responsible for the facilitation of research with M&E and assessment teams to analyze the aspects of project implementation. Served as Quality Control Officer with Management System International (01 January 2013– 30 January 2014) USAID-funded EGRA. Responsible for: Prior to data collection, establish and manage relationships with government officials and school administrators and participate in and provide assistance for training in Islamabad provinces on standardized administration of EGRA tools and survey questionnaires. Responsible for ensuring compliance with standardized procedures and protocols for the administration of the EGRA tool and the survey questionnaires. Served as Research Team Lead with American Institute for Research and RISE USAID (January 01, 2006 – March 31, 2009). Responsible for conducting an assessment of grade 6 and grade 8 students and teachers’ quality teachers’ index in AJ&K.

Muhammad Bashir Khan - Head of Finance, Compliance, Logistics and Administration
He specializes in services relating to administration, general procurement, financial and human resource management, tax, travel and event management. His portfolio of experience includes his role as Director Finance and Operations in Avicenna Consulting Pvt Ltd, and Finance and Support Services Manager for Sightsavers UK in Pakistan. He has worked with the International Labor Organization (ILO) together with Government of Pakistan (Ministry of Labor and Manpower) and United Nations Population Fund (UNFPA) on a jointly executed national level project. His experience includes working as an audit supervisor with Khalid Majid Hussain Rehman (Deloitte Touche International), a firm of Chartered Accountants, Islamabad.He holds a Master’s in Economics, MBAs in Finance and Accounting and MBA in Project Management, and a Diploma in Human Resource Management from National University of Science and Technology (NUST). He is experienced in financial systems, procedures, processes and internal controls of international standard and grant/contract management. He is skilled in recruitment, operations, implementation, deployment, orientation, appraisal, training of staff and conflict resolution

Syed Saad Ali Gillani is a recipient of Australia Awards Scholarship with a Master of Public Policy in Social Research Methods for Program/Policy Analysis and more than 12-year experience in social development sector. During the course of his professional career, he has worked in the functional area of evidence-based program development of advocacy and service delivery related interventions, in development and humanitarian assistance programs. He has hands-on experience of program planning & implementation including partnership management at policy and operational level in multiple thematic areas including WASH, food security and livelihoods, health, education, governance, youth development and social protection. Saad has a sound grasp on theory and practice of different program management functions including strategic management, evidence-based program development, monitoring and evaluation, coordination, reporting, result-based management and partnerships & grants management. His key proficiencies include executing social research (Qualitative and Quantitative), conducting logical framework analysis, developing theory of change, preparing concept papers and technical & financial proposals, devising monitoring, evaluation, accountability and learning (MEAL) frameworks and developing programmatic and financial reports. Within the domain of Program Development & Research and Partnership Management (upward and downward, Saad has designed different social development initiatives funded by range of donor agencies as well as for downstream partners within humanitarian and development settings across Pakistan. These include the Foreign, Commonwealth and Development Office of the British High Commission, British Council, Save the Children, Christian Aid-UK, Research and Advocacy Fund (UKaid), USAID, Danish International Development Agency (DANIDA), UN-HABITAT, UNICEF, UNDP, UNHCR, UNOCHA, World Food Programme, One- UN Programme, DGECHO and The Asia Foundation. During these engagements, Saad had the opportunity to lead the process of grant writing for both solicited and unsolicited grants from the inception stage to conducting need assessments to writing concept papers and devising theory of change and finally developing full scale proposals and related project documents including but not limited to LFMs, work plans, work breakdown structures, budgets and budgets notes. Program Monitoring, Evaluation and Quality Assurance has been another forte of Saad. During his career, Saad has managed in the lead capacity, a € 2 million project on Youth Empowerment during his engagement with Oxfam Novib within the domains of Youth Economic Empowerment, Leadership and Life Skills. The project was implemented through 5 different partners across Pakistan, where Saad gained a direct experience of managing implementing partners and devising and executing different program quality measures including donor reporting, monitoring frameworks, beneficiary safe guarding and grievance redress mechanisms. Another key experience that Saad has gained related to program quality assurance is his role as part of USD 45 million, USAID Citizens’ Voice Project. During his association with the project, Saad has managed around 27 implementing partners in a total of 5 grant cycles. As a part of programs team throughout his career, Saad has also contributed in the functional area of program communications and outreach to disseminate the successes and lessons learnt of various interventions in development and humanitarian settings. These include writing project periodic reports to record progress and learning, developing success stories and contributing in a different program and promotional communications products including newsletters, IEC and BCC material, training manuals, press releases and policy/program briefs. During his career, Saad has implemented different policies, systems and processes followed by national and international organizations. He has worked on various customized MIS environments including SAP (Systems, Applications & Products) for performing various project management functions. He is also proficient in using STATA, ATLAS. ti, Power BI and MS suit. Saad bears strong interpersonal skills and has a sociable nature with a rich blend of academic, professional and personal skill-set to contribute in the efficiency and effectiveness of the organization thus delivering value for money.

Madeeha having MBA Degree in HR and over 14 years of experience in HR and Client Management. She has the experience of procurement process, Vendor selection and coordination for quote for RFPs. She has expertise of Bid recap process for different level approvals for new procurement, IT procurement and cost-effective purchased of different. She has command over preparing purchase orders, GRN, GDN and sap vouchers against invoicing, timely renewal of contracts and coordinating with vendors/regional legal team for SLA signoff on pan Pakistan basis, expertise in all new vendor engagements with DB’s standard policies.
